Hi mate, that ben is done with finger 3 and it's done bending the string in a downward direction. The note that you have to reach is the one that would sound if you just play fret number 4. This is commonly called half step bend. If you are new to this technique I recommend you to check this lesson:

Hi Guys! This lesson is dedicated to the acoustic blues fans! To play on the acoustic guitar is to important to improve the feeling and the dynamics with your instrument.
This exercise is based on shuffle rhythm and a little bit of finger picking. I use a strange pick that leaves the finger free to play apart from the thumb!
In the TAB and guitar pro file I split the finger picking idea because I can’ t put together with Guitar Pro. Sorry!
One of the best finger picking guitarist? Tommy Emmanuel! The best!
